It's worse in the games. The first one he tries to burnndown your house and the third he comes back with a revenge plot to kill your dad and everyone at Scilab as revenge and than in 4 he's free and openly fighting in a public tournament for some reason...

it's just like the classic 80's Rockman and 90's Rockman X series, Rockman.exe's program can assimilate and amplify others' powers into his to become even more lethal. Which is why in this anime and game, Forte was after his program.

That is HeatMan for the Battle Network series. The Battle Network series consists mainly of alternate universe counterparts to the Robot Masters of the Classic series.
