I am interested to know if you would encourage English or Japanese collection of one piece I am collecting for the art not to play the game but I heard hit rates are worse in Japanese boxes.

If you collect for arts only, go for singles and don't even bother with opening boxes. Personally I collect jp cards and they're also much cheaper for me to get since I live in jp. Seeing the prices for english cards though I think it's probably cheaper even for overseas to collect jp cards.

I'm collecting for the art as well and I dont play the game, based also based in the US, and I collect the JPN version as english prices are a little too crazy atm due to high demand and low supply. Imho, JPN cards are the orig. so thats why I collect them, and if you look at other TCGs (e.g. pokemon), JPN sets hold value overtime

If it's only for art, buy japanese singles on ebay. You'll save tons of money. If you want to open, you'll also save tons of money buying japanese boxes. Japanese booster box is like 60, and English one is like 160
