The whole point of this scene that seems to be a pointless conversation piece actually shows the mafia way of life, if you’re caught or suspected to be lying even about the littlest thing and not being able to explain yourself then it literally could end up with a ‘sit down’. Joe Pistone (Donnie Brasco) explained this in an interview which I found fascinating.

Exactly. Thing is Sally is no fool. He already figured out before he got in the car something bad happened there. He didn't know the details and didn't need to know, but he did need to know what the alibi would be if the cops or a boss were to corner everybody about it later, and he wanted to make sure everyone was straight about it so he could explain it.

I think it is metaphorical tho, apart from actually happening of course. I heard somewhere that when Hoffa start talking about the fish you “have to pack it up right, otherwise you’ll never get the smell out” I think the “smell” Hoffa is obliviously describing is his future death. And how that stink never left Franks life, it stayed there forever. That’s why Frank leaves his door open at the end of the movie. As a reminder that the stench, that was Hoffas death, never left him.

The beauty of Frank's desire to sit in the backseat is its ambiguity: there are any number of motivations to read into that. As far as Sally bugging Chuckie about the fish, the key to understanding this scene in my opinion is that Sally knows they're driving to a hit, whereas Chuckie doesn't. Sally wants to know why the stain got in the back seat in case he has to explain this to the cops after Hoffa goes missing. He prods Chuckie for an answer in order to give the same story to the cops if he comes up for investigation. But since Chuckie doesn't know that's what is going down, he interprets the question as straightforward.

This might be a stretch, but I felt like Chuckie's ignorance to the type of fish he was carrying was sort of a metaphor for the current situation. He picked the fish up because his friend told him to, he didn't ask any questions about what is was. It's similar to Chuckie picking up the mobster Sally Bugs. He didn't ask questions, he just picked him up, not realizing he's an assassin. I think it's a funny moment that's meant to shed light on the fact that Chuckie is a bit dull witted and "stupidly" involved as Sheeran puts it later.

So many great ones: This entire scene Is this how you dress for a meetin' The whole Joey Gallo hit and lead up to it The grape juice scene in prison The entire scene during Frank's award ceremony(All the mobsters giving Jimmy "the look") When Jimmy is chewing out his guys in the office and Frank walks out. The scene between Russell and Frank in the coffee shop. "No matter what...he's goin."

He does get to the bottom of it in the end by saying his friend had ordered it before hand. So that's why he never knew what kind of fish it was lol.

Difference is, Tarantino is scripted and Scorsese lets the actors roam free. Yet somehow, both seem natural.

Fish are wrapped in an article of clothing belonging to a person who has been hit, whacked, or otherwise killed, and it is then wrapped in newspaper and delivered to the Capos. The delivery signifies that the member is dead and at the bottom of the sea.
