Method 1 worked like magic even though it was unchecked at first. I just had to turn the option ON, apply changes and then turn it off back again. Boom, there was my wallpaper. Thanks.

THANK YOU! I forgot I enabled this option on my PC while attempting to fix a different issue...

My solution was reselecting the background image. Windows has a thing where you can right-click an image and tell it to make it the desktop background That's what was bugged for me, selecting it through Settings fixed it.

So what worked to me was to change the Background setting to "Slideshow". While it is fixed this setting being on slideshow when I have just a picture annoys me to no end.

Thank you so much! It was so simple and I thought something had gone horribly wrong. I had a Rainmeter background installed then it started messing up my computer so I uninstalled it and that's when the black background came up. I thought it was initially due to an improper installation of Rainmeter.

Another method is to go into personalization and then just clicj a recent picture then click back to the original, in background, worked for me.
