I think I have the answer, emphasis on the think bit because I really haven't 100% assurance. When the game was released, all the music and sfx were compressed horribly and this fits with how the other Chinese PVZ games of the time were, or at least their Android versions when looking at Endless Edition and Great Wall Edition. They had extremely compressed music and sound due to how underpowered Chinese Android phones were at the time compared to those in, say, America. PVZ 2 likely suffered the same way, and as times have changed, they've begun to rectify this as with the Frostbite Caves expansion they uncompressed all the game's music, not an easy thing to change so it's pretty commendable. Changing all the sound effects to uncompressed would be extremely tough, so I'm pretty sure at this point they don't bother.

What they really need: - a better level design - more zombie variant (instead of gargs only), my idea was a car rider, 2 x 2 size not to bulky but it always bring 2-4 zombie upon death Catapult zombie reskin (it throw car related item) Asphalt zombie (just like zomboni, but it create asphalt for car zombie to move and regular zombie move "slightly" faster -Make elite zombie less bulky (im alright with the shield but that HP) Also I kinda want to make something interesting when the shield is down but I don't have idea XD - Also it's weird its nfs related but they sinply ignore potato mine,, spikeweed and spikerock to counter those (since it used to stop cars) Well it's just my opinion, what about you guys?

Everything in this realm is actually fine tbh ( except for the crash and the elite's hp). This is the biggest improvement in this game. I'm glad that they are doing the right ways

Did you know Flag zombie? You can stun Fairytale Forest boss sharktronic turbin attacks with Electric Blueberry, but He (the boss) need to be struck 3 times by their lightning cloud to prevent it

its a shame about the lack of zombie vierity cause otherwise the art is good as usual and the basic type and the speed tiles are a good (if basic) gimmick to give the event some difference, they even had resraint and made gargs not use them. its the usual pv2c issue of underbaked level design of the actual execution.
