1st correction: 10011100011 is not the binary representation of 1259. It is the binary representation of 1251 actually. Now, let's assume the number is 1251.125, then the single precision format would be 0(sign bit as +ve number) 10001001(8 bit exponent) 00111000110010000000000(23 bit Mantissa---here we need to take the whole N as Mantissa, even after that if there are not 23 bits, then we have to add 0s to the right as padding 0 to the right doesn't change the value of a floating point number.
