I think I found 2 references 1. Mickey whistles steamboat Willie and Bfs design kinda looks like Wacko from animanics which could be a reference

Ye the whistle part is easily a reference to the steamboat Willie theme, also its lil bit of a coincidence that Wakko & Rascal (BF) look similar :p
