The GOP doesn't control the Senate, which holds trials against members of government. In addition to that, it's the DOJ that indicts and charges members of the Executive or Legislative branches. The GOP can't do anything because they don't have the means to impeach these oligarchs. Garland won't charge and the Senate will simply vote to acquit.
