Arkansas has the highest poverty of any state in the country. Among the highest abortions and highest rates of medically uninsured. Also high Medicare recipients. No they aren't. If a government agency owns debt, then it's typically their prerogative what they want to do with that debt. The IRS forgives debt all the time in bankruptcy. Agencies forgive debt among eachother all the time.
