Getting rid of qualified immunity would have no effect on this. It doesn't cover excessive use of force anyway. It only covers ACCIDENTAL or INCIDENTAL injury or death. When it's determined that excessive force was used QI is out the window, and criminal charges are filed. QI is still NECESSARY to protect HONEST officers simply doing their jobs, and getting rid of it will only mean that they will STOP doing their job.

The guy was in handcuffs, the female officer was handling the situation really well and had it under control, there was absolute no need for the chief to escalate the situation and throw a handcuffed man to the ground causing serious head injuries.
