Is it a must to do the customary marriage before Ordinance marriage that is done in the court? Or one can do the ordinance in court before doing the customary marriage later.

You can do it either ways but when you do the customary marriage after ordinance, the customary marriage jss just a celebration, the marriage is not a customary marriage. But if you celebrate the customary marriage and later ordinance, you convert the customary marriage to ordinance marriage. It's not compulsory to one before the other

Please can one person go and do the registration if one is but around and the two can go and sign after 21 days

I'm not so sure about this but both parties have to sign. If the party can sign his part and submit, they may consider but please find out from the nearest municipal assembly or District Court.

With the special license ordinance marriage, correct me if I'm wrong. Just anyone can officiate the marriage? A random or trusted, a pastor or family member who is not gazetted can officiate the marriage? And that marriage will still be valid?
