@@martinfeldman2529 that link states the sanction for tripping is a penalty. It doesn't describe the factors where an additional yellow or red card applies. E.g. it also states the sanction for a high tackle is a penalty, but it doesn't distinguish between an accidental high tackle, where the tackle starts on the chest but the arm rides up, and a deliberate swinging forearm to the face. One is a penalty only, the other would warrant an immediate red.

Rory Banks “Over the horizontal” is not mentioned in the tackle laws or in the lifting tackle directive. The correct application of both law and directive is that if you lift a player in a tackle you become responsible for their safe landing. Blue 14 in my view did achieve this: even without Green 11 using his arm to break his fall, he would have landed on his back. This really should be, at most, a penalty to green.

They want the tackle to be done safely and correctly every time. They're going to use the cards to get it through players heads that safety is first in the modern game. Can it go too far? I think in that instance it did, but I get their point. It's the tackles people think are harmless that are actually the ones which do the most damage, and the IRB wants it out of the game.

If that player goes where the original lift was probably intended, that card is red for a spear tackle. #3 Double yellows correct for the reason the touch judge noted. #4 Not sure of the Laws on this one, but if it's similar to soccer in this regard, that's a clear Red. He was away and that was a FLAGRANT PROFESSIONAL FOUL.
