To be fair I think it comes from the authority and backing from the top they receive, if they send off someone for being disrespectful they will get full backing from their superiors, while in football if a player is sent off for screaming or cursing at the ref, the official will probably be disciplined for ruining the spectacle or something like that.

It second on the list of cautions on the official list from the FA. Rugby has the right idea when it comes to player interactions with the referee. Only the team captain is allowed to talk to them. Frankly this should be adopted in football. Any player that tries to influence the referee or even try to talk to them that isn’t a team captain should immediately be booked. I also agree with the foul language being sin binned or sent off for it.

More than anything it's because football doesn't have the same concept of territory rugby does. In rugby misconducts can be punished by letting the other team gain territory freely. Obstructing ruck, collapsing a scrum, penalty and the team with possession are free to advance the ball by kicking it out the field as far as possible before restarting play with a line-out, for the same team that had been awarded possession. If football has that kind of punishment players will respect the refs more.

its important to teach footballers the same behaviour. starting in the youth and in the club they play, ending at the referee being very clear about it and punish misbehaviour harshly.

It's within the rules for rugby referees to penalise dissent from players by giving the opposition territorial advantage.

Football referees could sanction football referees but do not. Is it because they are instructed to allow themselves to be abused?

Rugby referees have the luxury of being obeyed whereas football referees don't. All by design, professional football is just one big cutthroat and corrupt sport. If the same referees in rugby were to referee a football match, good luck. Though, imagine if rugby was as corrupt as football, who would be breaking up the fights among the players? This is why rugby has been tamed, otherwise, it wouldn't work out as a piece of modern day entertainment.

All it would take is the referees demanding better behaviour, and using the laws of the game to punish those that didn't comply (with the backing of all the higher ups) and referees could stop the rotten behaviour. No one is going to pay someone millions of pounds if they keep getting cards for something they choose not to control. In South America the problem seems so bad that they would need to work very hard for a complete change of culture. They can easily change some things for televised games though. Let it known that suspensions will result for everyone who gets in a referees face or touches them from the video review and they'd get it too.

The Football Players wouldn't know what hit them if a Rugby Ref took charge of a Soccer Match, Every time they opened their mouths he would march them 10 metres nearer their own goal, and if the yellow card became a Sin Bin how many players would be left on the field

The most important extra power that rugby referees have that soccer referees don't is that if there is any answering back after a penalty has been given the referee can instantly order the offending team to go back another 10 metres and if they keeps answering back the referee awards another 10 metres. Eventually the team that committed the penalty finds themselves stood behind their own try line. Quite a powerful sanction, in fact, even if a team just doesn't retreat 10 metres quick enough they get an extra 10 metres awarded against them. Soccer players often mess about infringing the 10 metre rule on a free kick so much it enrages me and I just think it would be a great rule to have in soccer if the referee could give out extra rugby style 10 metre infringement penalties.
