One of the things I love about 2D animation is that you can really pinpoint which studio is behind it and though I have sadly never watched Freakazoid, you can immediately tell it's a Warner product. Also, Warner cartoons really loved that little sound effect at 0:26.

Okay, so the origin story is that Dexter was the, in a manner of speaking, not favorite child of his parents and for Christmas, he got a computer chip that would make his computer run faster and better. He needed a code to access the internet and, while trying to find it, his cat stepped on the keyboard, putting in a code. To activate the code, it needed to be deleted. Dexter unwittingly hit delete and he was sucked into the computer, where he became Freakazoid!
