In fact there were four candidates for the Admiral position when Aokiji and Akainu vacated those positions but they still only filled two. By your logic all four of them should have been promoted since they met the strength test. 3. Garp was never in line to be fleet admiral, all we know is that he was offered the position of Admiral during the Roger era. 4, Do you mean conscription? Recruitment would suggest people joined of their own free wills but it was stated that Akainu issued a conscription to boost up the numbers in the Navy.

You can not count Garp in. He is on a level with Roger and Rocks. He was by far the strongest fighter the navy has to offer. Just look how he complelty destroyed black beards island with all his commanders with a single punch. This was just insane.

And there were four candidates for admiral during the timeskip but only two of them could be chosen. Both Gion and Tokikake were also contenders for the positions who have both been vice admiral for a long time.

They're fine, but I feel like when there are multiple people they pay less attention to the scenes and dialogs, there is too much talking and joking around, lack of focus on impontat moments, jokes on scenes that shouldn't have any, and so on.

That's how I always saw it. Since an Ep said the Devil Fruits had the legend of carrying literal 'Devils' in them, so its not too much of a jump to say that each fruit has a personality, and it can influence or carry traits over from its previous holders.
