G, and if I may argue, it’s how relevant they are. Like Riku is the previous king, him being alive gives others hope. So he got a pretty high amount of stars. But kyros although he’s a undefeated champion, got less than riku cuz he already only got one leg lmfao but on a serious note, because he’s just a fighter. Him by himself can’t really shake shit, unless it’s regarding fighting u feel me but this is more political. Or like how robin had only 1, she’s nice but not nice enough that she can’t get killed on doflamingo free time, she’s someone that the civilians prolly could get rid of for him hence why she got a star. And usopp freed all the toys, which is basically like letting the witnesses come out and speak, so even with everyone else, doflamingo said “usopp u gotta go you gon fuck my trap up, I don’t mind scrappin anybody, let’s get it, but a scary ass nigga that let the snitches go? Even whitebeard can’t fight that” 😂😂😂😂

In short, they are the one's responsible for Doflamingo's actions as a Warlord, and it's there responsibility to protect the citizens of there recognised countries. Usopp ruined his entire operation by freeing everyone. It took Doffy over 10 years to accumulate all those slave toys. Strength is irrelevant, he gave Usopp the highest bounty on principal for destroying all he's worked for.
