Why do builders in the Philippines leave exposed steel rebar sticking out? Why don't they see that as a potential safety hazard, especially for children playing in the area? Are there no rules governing that? It just drives me crazy every time I see that.

I have a question if u was planning to move there and u have bout 3 months before u be there and u speaking to a realtor about a property thru what'sapp and they ask for a cash deposit to reserve the place is that not a red flag.?????
