@@Latitz Gotham is kinda the show you're looking for, its first season or two focus more on the underworld and gangs of Gotham but it gets more of the "outlandish" villains later on. Not based on Arkham but still a good watch.

Riddler and firefly are they only ones who have mental issues. Firefly obsessed with fire since being burned alive and riddler just got extreme social disorders, OCD, ADHD and compulsive narcissism disorder. The reason Batman isn’t concert about Grundy’s death is because Grundy’s is already dead. You can’t prevent something that has already happened. Also Grundy was a crime boss and came back to live to kill people so he is not an animal, he is a monster.

I think Croc is ranked a bit too high on the list. Generally I think in the games they leaned a bit too much on Waylon being a giant monster that eats people you need to beat up and didn't really showcase his more sympathetic qualities.

Now, lore between characters in different media has a tendency to change I don't know much of what lead Croc where he was in Arkham. Could be something there where if only there was a better path. Or it could be very much like Cobblepot; geninuely unhinged and goes out of his way to get someone dead. No care for his own men either.

I feel like... Riddler was way more evil than he needed to be. I'm fine with him setting deadly traps and not caring about human life, but I feel like the arkham series was a bit over the top for a villain who's really more of a silver-age villain. Also sidenote; I never really quite got the change of heart Poison Ivy had. She wasn't the _most_ evil villain ever, but her sacrificing herself for the GCPD and a handful of criminals came so far out of left field.

Riddler is a broken man because he always loses to Batman, so he always takes it to the extreme because he's super mentally ill, I think Arkham Knight gives some insights on that. For Poison Ivy, she did for the plants, not for the humans. Even the militia men say that if she had survived the battle, she would've turned on Batman the second she was powerful enough to strike and potentially destroying the whole city considering how powerful the plants Batman found were.

I agree with the list with one exception. Mad Hatter should be at the top. I know it’s not _explicitly_ stated in Origins, but I’m like 99% sure “Alice” implies that Jarvis R-worded her in her words to Batman after saving her. Batman: Everything’s going to be alright” “Alice”: No. It’s not. No relief from being saved. Continues to cry. Mad Hatter is top tier *EVIL*

I do understand why Joker isn't on here, he would be number 1, dude blew up and killed a schoolhouse full of kids in this universe (It was mentioned in a Arkham Knight audio log) Definitely evil but one could argue it's an evil action on Batman's behalf as well as Jason only went after Joker as according the the log, Batman still didn't want to kill Joker after this believing he could still be saved

Harley and hear me out she literally eliminated multiple of police officers, pushed a doctor from a height in arkham city, Tried to stab batman in the DLC of Arkham city, In Arkham knight if you hear one of the tape recordings you can hear Henry make a joke about a death of a baby and Harley starts laughing really hard after he says that. Harley also captured Batman and tried to give him a slow death.

I’d say Harley Quinn was as evil as joker, she literally murdered a sick child with titan for joker and DR young’s experiments before the events of asylum, and she and joker eventually convinced Edward Burke (the kid’s dad) to commit suicide using laughing pills, just to take the amusement park he built for themselves, none of these villains are crazy enough for that kinda twisted act, the other villains have either remorse for certain others or are just arrogant and annoying sometimes, but not twisted to the core, like harley when she was with joker.

Honestly the only 2 things I would change: 1.make zsasz the biggest evil. He might not have killed as many as others like scarecrow but he literally kills people just to cut himself bc their lives are meaningless. That plus him finding pleasure in it. Scarecrow at least tries to attack Batman through others for the most part. Zsasz just kills to kill. And 2. I would switch calender man and croc. Calender man premeditated every single one of his kills to every holiday. He doesn’t care, once a holiday hits he will kill just to kill. I would move croc one lower bc of the reason you gave for man bat and Grundy. Grundy and man bat really have no idea what they’re doing. Their mind isn’t in control. That’s similar to croc. He still has his mind but as time went on (from origins to knight) he went from just a villain to basically a talking crocodile. He’s slowly losing his mind and is losing control of his body

You omitted that Zsasz has a tragic backstory. He is very evil don't get me wrong but you are leaving out the fact that unlike many other villains he actually had a backstory behind why he is the way he is. Calender Man is far worse than him and has a higher kill count, but without any tragedy that made him the way he is.

Anyone else doesn't matter. By taking life he shows he matters and adds the tally. No reasoning beyond that. It isn't running a criminal empire. It isn't a hit and a job. It is purely for himself. I am curious what could possibly drive someone to that.

@thegrayone5666 His parents died when he was young, he lost all of his money to the Penguin which led him to becoming homeless, and then had to kill another homeless man who threatened to give him money. It absolutely does not excuse what Zsasz does and he's still evil, but it gives him more of a reason than a lot of other villains in the Arkham series and explains how his lack of value for life started. I will agree that the version of him in the comics is pure evil and one of the worst though.

Pretty interesting list. I feel like the most accurate way to rank the villains on this list is not by basing their wickedness on their crimes but on their motivation. Undoubtedly Joker is the most evil character in the Arkham-Verse but I feel like characters such as Two-Face have been ranked too high on this list. Sure, he mainly cares about money and will put a bullet in anyone who stands in his way but his actions are based on his coin, meaning he has a 50/50 chance to let you go as opposed to characters like Black Mask. Characters like Ra's and Dr. Strange are also wicked but they still have a sense of justice and their goal is to better society through their own horrific methods (it can be argued that Strange only does things for his selfish reasons) which is why I wouldn't rank them that high. It will take too long to give my analysis on every character but personally I feel like Victor Zsasz is the most evil character on this entire list. Zsasz is literally obsessed with killing people and if you are his target, he won't stop until he gets that tally mark. Characters like the Riddler or Penguin are childsplay compared to how dark he is.

Yeah I take some issue with the list too. There are people who are otherwise good but slip up and do things they shouldn't do, like the Fire Chief, the Warden, Det. Bullock. There are people who do bad things for good reasons, sorta, like Hugo and Ras, Victor Fries. Then you have people who do bad things but still have some structure and goal in mind, such as mobsters, Bane, Penguin, Roman Sionis, who largely stay out of the public's way. Then you have people who don't care if they hurt people to get what they want, like Riddler, Deathstroke, firefly. Then you have people who WANT to hurt people, that is their entire goal, like Pyg, Zsasz, Calendar man, Mad Hatter. Albeit, some of them are so mentally deranged it could be argued they aren't fully to blame, but still, they do what they do.

If you rank them solely on their actions then by that logic Batman should have been one of the highest on the list since he beats up mentally disturbed individuals. Motivation is one of the most important aspects to differentiate good from evil.

I think I do mostly agree but Strange is still a complete sicko. He tried to murder thousands and while most might have been criminals, plenty were political prisoners and chances are that only a handful of criminals in the city had ever killed anyone. He even had the plan to continue his killing spree if he succeeded in Arkham. Him and Ra’s completely deserve the top tier.

You make some good points, but I wonder about Zsasz being evil. His actions are certainly evil, beyond question, but he claims to believe that by killing people he is setting them free from the pain of their existence, and that he is doing good for them. So perhaps in his own utterly insane way, his morality is good, though of course his actions are hideously evil. That said, though, Zsasz does seem to take pleasure in killing his victims, and seems to boast about killing them (especially in the comics), which does make it seem like it's the act of killing that he cares about, and not so much about freeing people from their painful and unhappy lives, so perhaps his "I kill people to save them from their pain" is just a lie, either that he tells himself, or that he tells the doctors in the hope that they will think that he is insane rather than evil. Certainly we never see Zsasz do or say anything that might hint that he does actually care about anyone, be they his intended victims or anyone else.

You do realize that Jason committed aiding and abetting a renowned criminal with enacting terrorism and bioterrorism upon a city, right? And he did this by retroactively commanding the assisting mercenary group (for which he founded) for said terrorism, and even willingly aided with manning and activating the main chemical weapon, the Cloudburst, during the incedent. He also had two accounts of kidnapping with Barbara Gordon and Nora Fries. EDIT: Apparently from Arkham Knight's files, it indicated that Jason was also the hooded smoking man at Pauli's Diner who released the fear toxin causing many of the customers to hallucinate and begin attacking one another. So in a sense, he also contributed in instigating mass murder 😅.

Look at the video, Jason Todd and Arkham Knight are used as two different characters in this instance. So I'm going by that. Your correct for Arkham knight, hence why he's in the 2nd highest tier, Jason Todd however needs to be lower as I say. The guy in the vid is ranking Jason Todd before he became Arkham knight aswell

Same goes for separating Barbara Gordon from Oracle, XD. With that odd detail, I suppose you have a point in regards to Jason's (solo) ranking needing to be lowered a bit. EDIT: He also separated Poison Ivy three times via each Arkham game as well, lol.

Jason is hot headed of course but he's not a criminal and game den has ranked him in the same tier as criminals. You are correct with what you said on Arkham knight, so yeah he's up there. Edit: Yeah, weird doing poison Ivy separate, but I think maybe because it's easier to rank them from different games, cause she literally tried to kill Batman in Arkham asylum and take over Gotham a year before Arkham asylum took place (This is Mentioned in game dialogue by Batman) And then in Arkham knight she technically sacrificed herself saved the whole city, so it would be hard to rank her overall in that way💀🤣

Zsasz can easily have his kills counted in the Arkham City model. They tally three hundred something and four. Out of favouritism, I want to put the Riddler higher. His death traps are designed intentionally to kill as there is literally no way through or out unless you have Batman’s equipment, and then you are cheating (according to Riddler). He is also big on torturing his victims. Arkham City saw them walking around for hours unable to stop, lest they explode and die. That is a lot worse than straight up killing. Survivors are going to need a lot of therapy after dealing with the Riddler.

I feel like the scumbag tier should be moved to just above misguided and include the gang members like Bird, Hammer and Sickle and Ricky. They are mere lackeys but definitely not misguided. The scumbag tier could then be divided over the previous and next tier, because most of the scumbag characters are def worse than Ricky lmao. I would put Man-Bat, Francine, Anarky and Grundy in misguided. I feel like they did enough damage to not be considered sweet, but having a bit more guidance would have led to them making different choices. Other than that, I think I agree with all of these rankings. You made fair enough arguments for your choices.

Only thing I would need to change is Calender Man HAS to be at the very top tier. Premeditated murder, stalking, zero remorse, tells the stories as if he’s proud of them. He chopped his father into pieces for fish bait. Stalked a woman and then forced him onto her and when she protested he just killed her. Dude was a literal monster and it was just as bad trying to envision that stuff.

Just remember guys, the Arkham Knight Batgirl DLC, and what we learned about in the backstory of the amusement park, what she did to the owner and his daughter. That's the worst I can think of, but there's plenty more. And they tried to make a character like that likeable in the Suicide Squad game. Bunch of brats.

Characters who are fucked up can still be likable there are many down right despicable characters who are likeable . For example: the originals family from the tvdu, esdeath from akame ga kill, loki from marvel, harley quinn from dc, mystique and magneto from marvel just to name a few.

I wish to speak in defense of Arron cash because I don’t believe you have read the comics (the Arkham comics specifically…though if you have, I apologize) cash may be tough, but he has to be considering the job he has, the town he’s in, and the universe his world resides ( it’s still a dc world and Gotham is as prone to every strange event that happens) cash guarded the civilians rescued in Arkham city and for the record, he was against it as well believing small time criminals and regular adicts didn’t deserve to be thrown in with the real monsters. And yes, I can believe crock ate his hand for no reason. I pity crock but by the time we see him he’s embarrassed his monster persona.

I actually came here to say this exact same thing. In a place like Arkham Asylum, you can't treat it like a normal prison. You just can't. Croc would kill someone just for looking at him the wrong way, so it's not unreasonable to think that he would maim a security guard who had the balls to stand up to him. I know this is a completely different continuity, but if we want to talk about abusive prison guards, then the character Lockdown from Batman TAS is a prime example.

Even thou Joker is not included in this list i think his ugliest sides were shown in Arkham Knight when they showed flashbacks of him torturing Jason Todd, shooting Barbara through spine and list goes on. It is also strange that Arkham Knight is the only game of the series that got PG-18 rating in my country while other Batman Arkham games got PG-16.

Unrelated but I wanna say about 9 mins in I noticed the background music and it was bring me so much nostalgia and I couldn't figure out where I recognized the music from then it finally hit me that it's from Jak 2 😂 11 yr old me use to love that game so much. Once I'm done this video I gotta go dig that game up and take well needed trip down memory lane it's probably been close to 20 yrs since I lasted played it.

@@morlife0273 Because he was just a glorified bank robber whose big reason for his feud with Catwoman was that he'd sent the Tyger guards after her to avoid being thrown into Arkham City only to end up in there anyway. His gang also only wins the war by default because Joker died and the mercenaries Penguin hired abandoned him after Mr Freeze shut him in a museum exhibit. And in Arkham Knight he robs banks as a distraction for Scarecrow.

I always thought that Two Face was massively disappointing in Knight because as a boss fight he was just a random member of the 'alerted' (to Batman's presence) bank robbers. You could knock him out without even realising it was him, if you had detective vision enabled. He wasn't much more in City, but he did seem more impressive there. But now that you mention him, he parts in the story were a let down. He never showed any of the brilliant planning that his comic book version was known for. His parts in the Arkham games could have been played by any newly (to the Batman mythos) created person, or by most of Batman's existing enemies. Plus Knight really needed some good boss battles, so Two Face was doubly wasted in that game.
