Go For It Goemon: Earth Rescue Operation (がんばれゴエモン地球救出大作戦, Ganbare Goemon: Chikyū Kyūshutsu Daisakusen) is an original video animation (OVA) that released on VHS in 1998. It was produced and distributed by Sankyo Educational Films, Inc.
Synopsis:
The Goemon gang must once again foil Seppukumaru's sinister plans, this time involving the abduction of kids and... garbage?! As this is an educational film, it tries to convey a message about the effects of pollution to a younger audience.
Note:
Since this animation only saw release on VHS that's the "highest-quality" available to us. As a result, there are some artefacts and distortions associated with the old analogue format.

Actually he opened his eyes since the 1997 animation. When he and Goemon were transferred to the age of dinosaurs by Dr. Mudanashi and Protein, they found a T-Rex roared and pursuit them. The team scared and run away.

This is the original voice cast of Goemon 4 except Yae. We can see the entry of Impact. The control room is in the head with no falling platform.

I guess well In the games, Omitsu never joins the Team on their adventures as She just serves as a damsel, or NPC.

何気にネオ桃とメイン4人が同じキャストなのよねこの作品この時期（90年代後半）ゴエモン→太田真一郎（きらきら道中、ネオ桃、この作品）、松本保典（TV版、でろでろ道中以降の本編）サスケ→堀絢子（ネオ桃、でろでろ道中、本作）、坂本千夏（TV版、もののけ双六以降）ヤエ→笠原留美（ネオ桃以降の本編、本作）、久川綾（TV版）とキャストが微妙に安定してなかったりする（なぜかはしらんが）
