@@ThatSecondChomik there is no in-game evidence that says it is the same, nor is the appearance exactly the same, Baylock has blue eyes, DarkHorse does not, and Baylock has all white paws, and DarkHorse does not.

@Why44400 Albinism does not exist in Equines, but a double dilution of the Creme gene will wash out the coat color to the point that it appears almost white. The skin will be pink, and the eyes an Ice Blue. (Albino means pure white coat/fur with redish pink eyes)

Go to annesburg and shoot someone and run away so the law gets on their horses, this is quite a common location where you will be able to get the piebald tobiano coat which you otherwise get in chapter 5

If you're talking about the white one at Lake Isabella, then you're very wrong and an interesting fact: Arabian horses cannot be albinos
