Also, when you have the paint tool equipped you can still use the cash register but it will softlock you, only way out is reloading.

I just saved & reloaded. Then when I lifted the gate he could leave. But also apparently if you hit the big red button next to the open/close lever it'll reset all the vehicles & people.
