The point of a 2nd class Battleship was that they could easily destroy the heaviest russian or french cruisers. Ships like Russian Rurik of 1892 would have been the typical foe they were looking at. They wanted ships that would challenge anything that was keeping the merchant lanes open and safe in the Indian and Pacific and of course Fisher believed those good old 2nd class Battleships were the right ship for the job.
