It is not to let dragons pass through. This is scientifically supported. By setting openings in tall buildings, the wind pressure on the building can be reduced, thus improving its stability.

Yea you see it in Central Park towers, some the floors are hollow to relieve air pressure to pass through.

If you want to get scammed in SH, don't go to Peoples' Square. Go to the subway at Yu Yuan and wait for ladies from the teahouse to approach you.

The scammers there are very rare in these days. It's not easy to fool people with so much information flow nowadays plus the risk of getting caught and punished is far too big than trying to make it work in the first place (talking about sketchy money investment or a pyramid scheme, not about little things like vendours asking for a higher price or taxi drivers without licences).
