To all the fools.. Hulk has never hurt any innocents..you are putting separate times together in which it was explained by Marvel that the hulk systematically has attacked where and in a way that innocents wont be hurt...so the penance stare wont work on him period . BRUCE would have to have been the 1 for the stare to work on...

Every action Hulk took on Earth during the WWH sequence was intentional and premeditated, and there's no way that all the destruction didn't result in the deaths of innocents. The best argument you could make is that all those homicides were negligent, but Hulk absolutely knew that innocents would die and he attacked anyway.

The penance stare works differently from writer to writer but the most powerful version (and the OG 1) made whoever the recipient of it feel the pain and suffering of those they've harmed, innocent or guilty.

Right XD everyone being like 'no, it has 372 conditions' like... Mfr I'm sure it's different in some side story here or there but original character as the story goes and overarching consistency, penance stare is essentially a divine power. Literally a fallen angel, the spirit of vengeance or something.... I get that stuff shifts around, but as originally portrait, it's just that simple. It says what it does on the box. It's karmically tied to the substuff of reality at a divine level. Realistically, idk if God himself or the devil even could justifiably be immune to it(maybe they wouldn't be subject to it, but .... That's a maybe) The only people who are ever able to overcome, beat, or even survive penance stare are wearing LOTS and LOTS of plot armor

The penance state is horribly inconsistent from writer to writer. Generally it’s supposed to FORCE the victim to feel the guilt and pain of their crimes, but has been used as a retreat type of deal when writers don’t want GH to kill someone super important. It’s a hard ability to balance, because when written with its original internet it’s been used to incapacitate GALACTUS of all people.

Writing and thinking of stories isolated from others may help an author to focus on attributes of characters that wouldn't work on all settings and give the reader an ability to think of characters outside of what we normally see.

This for sure was a loophole. Maybe not killed directly but the second hand deaths have to be through the roof. Imagine living in a town and Bruce comes in for a bite at the local diner. Some villain sits down next to him and strikes up a convo. Hours later the town is a sink hole. Peoole have lost everthing and later on died of depression and heart break. Families torn apart. Lives altered forever. If that dont deserve some penance, nothing does

It's cannon in the comics that all the hulk seem to be different entities. World breaker hulk, savage hulk, immortal hulk, etc. In the comics when savage hulk goes back to skaar, he has absolutely no memories of what world breaker experienced. I imagine ghost rider would have beaten savage hulk because savage hulk is responsible for a majority of innocent deaths

A power of Hulk that a lot of readers do not know and writers overlooked: Super Sensitivity. Hulk knows when to raise the gloves and when to remove them when smashing. With gloves, nobody dies. Without gloves, all hell lets loose on whoever he's angry at.

I think there was a comic scan at some point where it apparently that the ghost rider couldn't or wouldn't use his penance stare on the hulk because he couldn't separate the "souls" so he could end up hurting Bruce's personalities that did nothing as well as the hulk

It's a catch 22. The sentient version of the Hulk goes out of his way to avoid killing innocents, and the berserk hulk that destroys cities doesn't have the presence of mind to feel guilt.

If the penance stare makes you feel the pain of all the people that you have killed, then Thanos is a one big masochist. He kept Ghost rider by his side to benefits from his penance stare, it makes Thanos feel blissful from seeing all his horrible achievements.
