Technology is dominated by two types of people: those who understand what they do not manage and those who manage what they do not understand.
en.wikipedia.org/wiki/Putt%27s...
In the film the EPA wants to shut down the laser containment unit because it is in violation of an EPA code. The Ghostbusters try to tell them it is a bad idea but they do not listen. When it is shut down all of the ghosts escape into the city and everyone is worse off. When Walter Peck sees the results he blames the Ghostbusters and asks that the cops arrest them.
As you can see from the comments the scene is a sort of Rorschach Test for whatever ill happens be occurring in large or small parts of society at any given the moment.

Originally, when Peck arrived he told them that he has a court order to see what's inside the containment unit and tells them to shut off the containment unit so he can go inside and inspect it. There is a red hatch in the wall that leads right into the containment unit but it's never supposed to be opened. They were also supposed to have a tv monitor(linked to camera inside the containment unit) that would allow them to see inside the containment unit. Egon was supposed to turn on the monitor screen and say to Peck, "You can see what's inside through the monitor if you wish." But Peck just ignores it saying, "I'm not interested in TV, right now."

Egon says that turning off the containment system would be like detonating a bomb. True, because their storage facility is a system that's keeping high amounts of energy contained, if it's shut off, all that energy would be released all at once. All ghosts are behind that wall, where the energy field keeps them contained. They were supposed to have a monitor allowing them to see inside the containment unit. They were supposed to see ghosts floating around or leaning against the walls.

In the original script, Walter Peck wanted it shut down so he could go inside it to see what's inside, which would not be possible. The ghostbusters were supposed to have a monitor that allowed you to see what's inside the containment unit on a screen. Egon was supposed to turn on the monitor and say,"You can see what's inside through the monitor if you wish," but Peck was supposed to ignore it and say,"I'm not interested in tv, right now." I guess the monitor scenes were too difficult to make.

This is what is brilliant about this script. Harold Ramis wanted the audience to of course support the Ghostbusters, while at the same time creating characters that were real (Peck), who in the end, was doing his job and had every right to question, audit and in the end, prosecute the GB for failure to cooperate. His job is to protect the environment, and the GB clearly were ignoring safety and environmental law.

IMO, Peck suffers a shameful loss here. Fond as I am of the boys in gray, Peck had every right to investigate their tech and, if deemed necessary, shut them down. He didn't do that, however. Instead, he just stormed in with a policeman, a warrant, his ego, and his beard, and demanded that the experienced Con Ed guy with misgivings simply shut down the power after a cursory glance. He had his opportunity to sniff out a bomb, yet instead, he set it off.

I have to admit that Egon's storage facility is perfect since it contains not only the essence of the spirits but also cuts them from the physical plane of existence leaving them without any chance of affecting the world. Unless the containment unit is shutted down which leaves them vulnerable to external circuitry like Shandor's interdimmensional anthenna that obliged many of the most powerful ghosts to function as energy to create a stable wormhole.
