The paddies (plural), as well as wickets (lane closed) were set up on each approach to the round about as 1 lane was taken out on each approach to the roundabout. As for "needing flashing lights on cones"... he means sequential lights and they weren't required due to the job only being live between the hours of 9:30am and 3:30pm.

The traffic management set up was spot on. No sequential lights needed on cones due to the job only being live between the hours of 9:30am and 3:30pm. Cone lamps are only required on 12D works (low speed) when there is no street lighting. As for threatening to report the job to highways England, the road is a local authority road meaning it's out of their jurisdiction. The council highways inspectors perform daily checks on these sites. Know nothing auditor feeling linely doing anything for a bit of human communication.

No hard hats while working in the vicinity of the excavator. No provision for pedestrians after completely blocking the footway with barriers. Vehicles parked obscuring the traffic management to approaching vehicles. No safety zone between traffic and workers, only single row of cones.
