I think the implication is supposed to be that Godzilla and Megagirus are having an affair; notice the guy on the far left is fighting with someone else, trying to get pictures of what's in the room, while the people on the right try to force the door open; then when we see Megagirus on the TV later, they're standing outside the same door.

I like the idea that Godzilla and his enemies are great friends, and are just living amongst humans as if its normal. Ghidorah: "Oh, Goji? Yeah we get along great! Off set you wouldn't believe it, but the guy is a jokester. Kevin especially loves him." Mothra: "Yeah it was actually his recommendation that Mosura become Gojira's ally instead of enemy.
