Can an inhibitory neurotransmitter also cause specific ligand-gated-ion channels to open which will cause cations (probably potassium ions) to diffuse out of the cell thereby making the inside more negative and hence harder to initiate an action potential?

Is the synaptic potential the same as graded potential?

Yes it is. To be precise there are 3 types of graded potentials: Receptor potentials (at sensory neurons), (Post) synaptic potentials and end plate potentials (in muscle cells). Does that help?
