My opinion is , if we are not going to stop the waves but slow down its speed, then probably we can go for 14 meter height blockade structures with gap, instead of creating a wall, because this will be a compromise between their government and people. Since water speed slows down by each blockade, the impact will be less. And also it will be less expensive than the wall so we can raise its height as required. Triangular structures might have harder strength to withstand high speeds. But this wont stop the amount of water coming in, but rather it will reduce the speed significantly , thus reducing the country material loses.
