As I understood it, the money that was collected for the earthquake, not even 30% went to the government. Most of the money went directly in the hands of NGOs who spent most of it on their own overheads. Some of the money also went to some private foundation and that was the end of it. Part of Haiti's problems have always been a group of the private sectors who has monopolized the market where they are the only ones who can buy and resell. They overcharged the government for work not done or incomplete and for services not rendered. They don't pay taxes. They brought guns into the country. They armed gangs to do their dirty jobs. As far as you saying the people don't do anything and don't understand anything; I don't think that is an accurate statement. If one doesn't understand the political system in Haiti, the geopolitic of the region, is hard to make a true assessment other than to speculate
