Ik im damn late for this but in the movie they calculated how long the Snowpiercers trip is around the world to a full year. Meaning they were able to calculate precisely where and when a new year came around which is this exact bridge at that exact moment and thats how they were able to tell time since the Snowpiercers route goes around the world in a constant loop that takes a full year to make a complete lap around the world. And since in the year 2031almost everything is extinct much like cigarettes a few scenes back and since they need the round trip to tell time my guess is that clocks, watches phones and almost anything that tells time is also extinct as well.

They pass a certain bridge around the globe that signifies a year in time has passed, hence they’re celebrating. The absurdity of the scene is simply a directorial decision

@@IamTheLinkman Not completely absurd and out of the realm of reality. During WW1, during Christmas time, opposing forces on the battlefields in the trenches were shown to have a unofficial cease fire and hang out with each other to celebrate Christmas. People drank coffee or liquor together, exchanged gifts, and played soccer and/or football with each other. The following days and weeks they went back to killing each other.
