The hardtop strap kit is intended to go up and over the t-top (qty 2 at bow and aft).
You would install your aft and bow then attach your port and starboard straps directly to the first two installed.
The straps at the top of your cover (collar) dictate actual placement of the bow and aft straps.
You may place this strapping system on first and move is necessary. Once they are in the confirmed needed positions you may tighten up further.
You may also find you only need to use one in the bow if you have framework in the other areas to hook up to.
