One of my biggest pet peeves is when people conflate villain with antagonist. One knows they're committing hideous acts, they KNOW what they're doing is evil; The other is just in the protag's way, stopping from achievement. Most likely, the antag is the hero in another story. But not this one. To make a good villian, you MUST create a good antagonist.
