Ryuma style is Strong blade style which seems to rely more on armament (AKA black blade feat to). Mihawk is stated to have a perfect balance between strong blade style and gentle blade style, which implies he doesn't specialize in 1 thing, but despite that he made a black blade between his 20s and 30s (Ryuma in the Monsters 1 shot still didn't have a black blade). And Mihawk also has Observation epithets like hawk eye and Clairvoyant which together with the "balance between styles" from before, implies his 2 hakis are on par with each other. So the best haki feat of we know of Ryuma (on a haki it's implied he specializes in), is matched by Mihawk when he was between his 20s and 30s, (and he doesn’t specialize in armament alone). So if we go by skills, armament and observation, Mihawk seems superior to Ryuma (at least if they are the same age) However... Mihawk is still around 40 years old, and we don't know how long Ryuma lived, so he probably made his Blade black a time after that 1 shot, and he probably had enough time to grow even stronger. An important thing to take note: He was considered the greatest warrior in the world already during the 1 shot. Which would imply even before making the Black blade he was already the strongest, so that probably would either imply his other stats are crazy high or the places passing the word of him are in a limited are or the world was weaker during that time. Though... he had the title. And then later he made the black blade... and later he got the title of Sword God. So: Sword God Ryuma > Black Blade Ryuma > Strongest warrior in the World Ryuma
