The whole happy tone is because power metal is Considered happy metal because most band In that genre use happy notes which means Music that is perceived as "happy" is usually written in a major key with a bright tone. It often features bright instruments with a bright timbre, such as trumpets or electric guitars. "Happy" music usually adds the seventh note of the scale to the main three notes in the chord.

This song isn't really a cheesy creepy horror movie vibe to me, it's more epic. It's about crossing over to the other side, but using a carnival ride as a metaphor. They only did this one live on the tour for this album unfortunately, but there is a TV concert from Korea in 2001 that has this song. It is the last song of the main set, and the crowd continues singing that vocal melody after they leave the stage, and until they return for the encore. Very cool.
