Tbh the security guard was doing his job. Better safe than sorry. He's not expecting some dude to be running behind the Chinese leader who's walking slowly, and nowadays people are on edge and may thing that briefcase has some weapon in it.

he was actualy trying to catch up with xi as he fell behind in the walk, and the fact that the guard didnt know who he was says alot about its gaurds intel , not knowing who people are and just stopping them, that guy was trying to rush back up to where he was , (beside xi jinping) and that guard was like hey, i dont know who you are, but ima stop you... making a media spectacle, only to probably get fired for now knowing who im meant to protect and look out for...
