at a certain point, to continue the chase becomes inevitable for death of a bystander absorbing the energy from a fleeing vehicle. not exactly sure what the policy is on high speed chases in each county but i would imagine they know it will result in a extreme event like this.

the ones who know it wont happen are departments like GSP FHP and ASP who make sure the chase is an actual police chase that ends instead of a cat and mouse race
