It was actually originally planned to be in the Summer mission pack, and there was talk of trying to get Brian Cranston involved to voice the target. Unfortunately, it just didn't make the deadline.

Considering it’s lost content, they probably hadn’t scripted him to be labelled on the mini-map at the time and there wasn’t any point finishing it because it had already missed the deadline
