If you disagree with a VA decision, you or your representative can request an HLR or Higher Level Review - a review of your case by a senior rater to evaluate it for mistakes. The reviewer will determine whether an error or a difference of opinion changes the previous decision.
This may include a 15 minute informal conference call with the senior rater.
Note: You can NOT submit new evidence with a Higher-Level Review.*
