The Hong Kong government has fast-tracked and passed Article 23, the city's controversial new homegrown security law. It includes a range of new national security crimes including treason, espionage, external interference, and unlawful handling of state secrets, with the most serious offenses punishable by up to life imprisonment. The new national security crimes add to an already powerful national security law that was directly imposed by Beijing in 2020 after anti-government protests rocked the city. Hong Kong officials say the new legislation is similar to other national security laws around the world and is needed to close legal loopholes. Critics say the law could have deep ramifications for the city's status as a global business hub.
