You are right that Philip was Prince Consort, not King Consort, But you make it sound like that's a general rule It is not. The husband of a ruling queen could become king consort the same way the wife of a ruling king becomes queen consort. How does this happen? The Parliament grants them the title, and then they get crowned. To be a king or a queen, of any kind, you need a coronation. The reason the English have never granted the husband of a ruling queen the title of a king is, well, patriarchy. Starting with Mary I, when he Parliament refused to grant her husband, the Spanish prince Philip (future king of Spain Philip II) the title of king, which displeased him and Mary), there has been fear that, since women were expected to obey their husbands, if the queen's husband got the tittle of king, he would be the one ruling instead of her.
