He is speaking of potassium chlorate, which reacts violently with gummies. Particularly one containing glycol.

They dont use chlorate in fireworks anymore besides for smoke compositions, older fireworks such as really old firecrackers use chlorate based flash which has more properties of friction/shock sensitivity than newer perchlorate based mixes

The "whistle powder" only whistles when it’s compacted so if you have a loose whistle powder it technically acts like a flash powder and you can use that instead you ain’t hear it from me though😂

There are 3 kind of mortars, made of cardboard, composite of glass fibers and resin or Metal mortars. All are reusable... But all you should change after a specific number of shots because of safety reasons... Cardboard mortars 3-10 times (single use only in wet conditions), Composite mortars about 100 time's and the steel mortars are good for several decades if treaded well.

Yes, the tubes are made of fiber, once they are cooled down they are good to go.
