Usually it is tapioca flour, but some people may substitute with another type, taro flour, for instance.

Can you access a manual for your machine online? It may be possible to fine-tune the calibration, because if your machine is set to use with wheat flour, which is more coats and less fine than tapioca, this may be why it is not cutting correctly. Tapioca, rice, taro and other flours are much more fine than wheat flour.
