I Think Estahblising Control has to come from a government policy level, Law that determines fair use and domain of use will definitely determine the adoption and proliferation, if the government determines job security is the primary goal, then the use of A.I will be limited to productivity rather than removing the workforce. i.e regardless of productivity gains a company that makes X amount of profit needs to employ X amount of people if the company fully implements A.I for production or knowledge work.

I suspect it is impossible to "restore control" once large numbers of us have started to use a new technology. Some (many) of us work hard to adapt to a change, then quickly forget there ever was a time when we did not have the new capability. Like it or not, we are once again rolling the dice.
