If someone wants a finished video to be 15min long, how much video is a good amount to tell a client you'll work from to make the 15min video?

If you want to go by only your years of experience: if you have 1-2 years of experience start at around $200. More experience, charge more. If they have more than 100k subs and are making money from their channel, up the rate.
