You can't ride a scooter unless it happens to be one that you're riding for the first time, because that's how safety works.
The law will be changing at the end of July when the trial data is in, a few legal specs such as motor power and braking are changing in the mean time

100% quads, trail bike, air rifles, escooters, everything is ilegal and only allowed to be used in places where it would be absolutely no fun.. its supressing dont know why people cant see we are not free.... in china you can do anything, as long as you dont bother people or dangerous,, even then theyll just warn you,, people have common sense .. i mean in china cause people do martial arts tai chi in parks and stuff.. they literally carry swords, and in parks swinging their swords around... imagine that here. get tazered and criminal record lol fined sword confiscated, and no more martial arts no more life.. cant do nothing and wonder why people cause trouble and drink take drugs..

So privately cleaning my scooter to prevent a virus and staying away from people is prohibited if I decide to ride that. But sharing an e scooter with loads of people possibly spreading germs is nuts but yet permitted by UK government and that's all they're accepting how does that make any sense

The same way it's supposedly safer to ride a scooter you've never ridden before and are unfamiliar with than to ride your own that you've gotten to become 100% comfortable with. It's, in my view, just a money grab; those dastardly scooter hippies aren't giving away enough money to live their lives, so we must must tax, fine, and regulate them until they have no money left, just like every Joe Schmuck who's paying for gasoline, registration, insurance, wheel tax, and any other expense we can lay down.

My view is the government don’t want people to have transport they cannot make money from. There is no difference between mobility scooters on the pavement wizzing past and scooters, both are motor vehicles. And no I don’t own one or use one. But I can see the practical applications of them.

Yup and many of those "mobility scooters" go way way faster than they should, there is a guy near me who brings back 24 cans of lager on his, its fast and it broke down one day and he was pushing it back home, up hill, must be quite disabled.

People who own PEV's usually ride so much more responsibly, use safety gear, helmets, reflective vests, additional lights and etc. people on rentals, no helmets, no any other safety gear, and tons of random riding, diving into streets, between people and specially kids on these. Anyway it is funny to pass people on Xiaomi's and rentals in bike lanes via bicycle peddling at 20 mph.

I bought an escooter to use to get to work and back last year. Parking was banned at work and parking in town costs £400+ a year and buying the scooter just made sense. I haven’t been stopped and have been passed by a few police cars when going home. Fingers crossed!

Just recently I got a seated one and it helps with my disability with walking. I stick to the path ways and no one has complained towards me and just other day 3 police in a car drove past me and nothing. I would state to them no real crime has been committed (damage, theft, loss of life) and bicycles are slightly more dangerous. Just like that annoying yet accurate saying : guns don't kill people... people kill people.

I’m a postie, and I’ve had a few experiences where young teenagers are on them and nearly run me over on foot paths. People do ruin it for everyone. I have to venture to Croydon next Tuesday and I’m having pure electric install solid tyres on mine, since I have a puncture. Hopefully the police will continue to leave you alone. The people using them irresponsibly should be targeted instead of everybody. 😞

@@spunkydude2196 um, if you mean bicycles are more dangerous because they can travel faster, than yes okay, but if you mean bicycles are more dangerous in general cause of breaking, steering ect, than that's a lie! But ofcourse I'm only going by my own experience, I have hydraulic disc brakes, so I can stop very quickly.... actually, abit too fast but at least I can stop quickly though!

Listen, privately owned e-scooters will NOT be made legal until the government work out a way to tax the owner/rider. If everyone rides a scooter, the government will be losing tax from fuel not bought therefore not getting tax from it. The government will never allow people to have tax free transport. It's as simple as that!

To be honest, most places in the outskirts of London aren’t really enforcing it, I’ve been riding mine around for well over a year now and police drive past me fairly frequently, I just don’t ride the scooter like a dickhead, I even have a few pals with them too and we were going for lots of rides together before the pandemic, plan to again soon as we can!

I'm in NE rural Scotland. I got pulled by police on my 350w scooter, the officers I dealt with weren't bothered as I wasn't being stupid, they were looking for someone else thankfully. I'm now so confident I bought the Kugoo M4 Pro, Always wear safety gear with e scooters

no you can insure them, you have to get them classified though, they need vin numbers stamps and registering with the DVLA so need to add number plates etc etc, they are then classed as a moped.

No, they are not classed as a motor vehicle. Put simply, an escooter is a mechanically propelled vehicle (different thing) and thus requires insurance to be used on a road or in a public place. A public place is a place to which the public, or part thereof, have access. Insurance cover is required for the use of a mechanically propelled vehicle on a road or a public place.

It only become a “motor vehicle” when exceeding 15mps anything before that is simply the same as a pedal bike and most scooter unless hacked are limited to 15mps for that very reason!

This is why I like living in America. And not just this specific incident. All around the UK and the rest of Europe there are stupid "beurocracy loops" that prohibit you from doing things that were previously legal and aren't necessarily meant to be illegal, but are because two different beurus have laws that contradict each other. These exist here too but I feel like I hear more about them overseas.

Yeah that's the thing, I can jump on a pedal bike and hoon around at any speed I can muster with no issues. Jump on my 12mph scooter and ride sensibly I'm falling foul of the law. 🙄

I ride around on my Zero 11x at 40mph everywhere. It can go 70mph but I would definitely die. I got a ninebot max too but that is my pub scooter. Not much need for that nowadays.

Fact of the matter is they dont want people to stop using their cars or public transport, they know cycling will only have minimal uptake because of the physical effort required, especially for commuting,decent ebikes are still very expensive, awkward to take on public transport and harder to secure at your destination etc, scooters are very cheap, easily transportable, can be taken to your desk i.e. harder for ppl to pinch they are nimble and are a perfect safe way to commute and just get about generally, however they cant tax them, there is no registration, no insurance, no expensive fuel or tyres or servicing etc etc. Under this Pandemic they had every reason to with the swipe of a pen simply enable their legal use over night, in large cities and towns taking people out of buses cars and trains but no, rather than expand everyones freedoms they have taken everyones freedoms away, yesterday weve been informed we are allowed to hug our loved ones in May? yup the arrogance the government has to think they have the right to tell you when you can hug your loved ones? They will never make them legal to use without number plates, tax, insurance and MOT, they will make all electrically powered devices meet the same criteria, ebikes and e scooters will need plates, tax and insurance, we may have got Brexit but I fear that the government will just use this as en excuse to take freedom from us and not to unsnare us from restrictions that the EU have put upon everyone.

They will still arrest you and sieze ya scooter , but then you get your day in court, prosecutors have to find it in the book, by this time ya scooter has been destroyed so when you get charges dismissed make sure to claim compensation for the cost of the scooter plus a loss of earnings for the appearance in court, the prosecution was really upset when I did it 🤬

Bless the YT algorithm for this. I live in Canada in a place where they rolled out the E-scooter sharing thing in 2018/2019. Much of the language in the media leading up to the E-scooter "legalization" conveniently hid the fact that this was solely only for rentals. I was really annoyed to see that rentals were the only way of riding e-scooters legally, but riding your own is illegal because the government has not paved for a way to be legal. Sure they are dubbed as "pilot projects" with timeframes, but it's a bad policy imo to simply restrict them to just rentals. Renting vs Owning completely different and to have the future of riding a privately owned scooter onto a dataset based on rentals is absurd IMO. Rentals bring a whole host of issues that really turn people against e-scooters and it's just unfathomable how politicians even think this is remotely a good idea. What this comes down to is companies having a monopoly on a mode of transport. Imagine governments back then doing the same thing for automobiles.

Been waiting since 2017 e scooters to become legal in Uk and since last year I bought one and enjoyed for over 600 miles , no trouble with police but been stopped two days ago and advised friendly by a pretty police officer not to ride it anymore or risk £300 fine and scooter seized. She was super cool but I know the next one may not be, e bike is the way to go and wait until they legalise these

@@christophermoore7707 Brilliant idea! ; in the US ... electric motorcycle are considered bicycles if it has pedals ( e moped ) ... back in the 80's ICE moped looked like small motorcycles but was classified as motorized bicycles due to the working pedals. ... you should make some and sell it. It has a seat and pedals.. it's a bicycle governor.

I've got a Zoom Stryder GT. I've had a couple of "hairy" moments but it's often due to other people being an idiot. I've felt far more comfortable and safe on my scooter than I do on a bike because I can comfortably accelerate out of the path of dangers and can slow down and escape danger quickly. Also, if you do come off, you're not tied into the frame of the thing like on a bike. They should be legal.

Totally agree with you on the frame and coming off situation lol. These are a great method of transport, no sore backside or sweaty crotch, ride them in the rain with waterproofs in comfort without getting spray from the front wheel. And I love riding anything with two wheels, but bikes are big and more difficult to take into most with place you when reaching your destination, enough said

I'm a keyworker for a local hospital and I was stopped on my way to work and had my scooter confiscated leaving no choice but to walk the rest of the way. I had to pay to collect my scooter from the vehicle pound. They are unisurable apparently and categorised as a motor vehicle, BUT WHAT CATEGORY A GREY CATEGORY THAT DOESN'T EXIST.

No, they are NOT classed as a motor vehicle. Put simply, an escooter is a mechanically propelled vehicle (different thing) and thus requires insurance to be used on a road or in a public place. A public place is a place to which the public, or part thereof, have access. Insurance cover is required for the use of a mechanically propelled vehicle on a road or a public place.

Some mobility scooters are authorised to be used on a road and are referred to by the DVLA as a ‘Class 3 invalid carriage’.They're prohibited from travelling in Bus lans, ‘Cycle only’ lanes, on motorways and on dual carriageways with a speed limit of over 80kph (50mph). www.bluebadgemobilityinsurance.co.uk. If the government's current trial is successful then the aim is to get some stand-on escooters exempted entirely from the need for registration, tax and insurance by creating a special classification for them in the same way as electrically assisted pedal cycles.

Riding on the road has to be more dangerous - drivers won’t expect to see a scooter trundling along at 10 or 15 miles an hour, especially around roundabouts, which normally have trees on them for some strange reason, meaning we can’t see over them

Good point, the rental service is currently acting as trialling for the potential legalisation of all e scooters capped @ 25kmh , its a perfect last mile solution for daily transport where a bicycle isn't a good solution, bikes don't fit easily into most cars , bikes worth more than a cupl of hundred quid get stolen never to be seen again when locked up outside city centers & workplaces, creating more unsolvable crime . E scooters are compact enough to not only fit into most car boots , but taken into offices & stored/ charged under the desk , saving vehicle congestion & parking charges . Its a perfect solution 👌 the government just need to do the right thing now & put them in the electric cycle category

I have an ebike which is great, don't think id trust myself on one of these though. Also it's mental not allowing them on bike lanes! Only thing is with scooters if you hit a pot hole in the road and you won't see it if it's been raining your basically dead!!

I went through this some time ago when I owned The Pedshed in Aldershot. I was in court all the time & they never got to fine me. The case of Burns v Currell (1963) has become the standard case to apply when asking whether a vehicle is intended for use on the road. It would appear that the vehicle would have to be used more than once before something such as an off road scramble bike could be considered to be a motor vehicle unless the owner adapted it for on road use for example by the fitting of lights and road tyres. Clearly you bicycle was intended for road use. You can ride a go-cart on the road & they can't touch you! when they stop you tell them you have lost your mind & walk out of court.

@@robertstallard7836 The police don't make laws they uphold them. Look up Burns vs Currell it sets out that a Go-Cart is a motorised vehicle not a Motor vehicle. This is important as only Motor Vehicles need tax licence MOT & insurance. You can use a Go-Cart on the road & they can't nick for those offences. They can try to apply other laws to get you so you will run that risk. I have been an expert witness in many cases including the Saddington Goped case in the high court in London & the first electric scooter case in Winchester. I have had many court cases of my own as the owner of a shop that sold petrol & electric scooters, bike go-carts, minimoto's, bike motors, Monkey bikes, powered skateboards etc etc. I also had one of the first road legal quad bikes & got stopped constantly on that. The court can't look at a stand up scooter & say it's a Motor vehicle like a motor bike, quadracycle, car, van, truck bus etc etc. Read B vs C it forms part of the road traffic act........

If it bothers you about the license thing then just ride an EUC they come under the category of toy so you won't get points for riding one of those so long as it is the single wheel not the double wheel version. The law states two wheels, so an EUC has one wheel which makes them legal as toys but not legal to ride on the road. Technically as the law stands even push chairs are illegal to use on the pavement, roller skates and kick scooters all illegal to use on the pavement. Those electric kids cars, again illegal to use on the pavement and the little kids could technically in law be given a driving license ban for riding them on the pavement, kids electric scooters that you see lots of kids riding, yes again technically illegal to use on the pavement and those kids could get a license ban for riding them on the pavement. Kids bikes have been given a grace, so long as the kid riding it is under 14 they can ride them on the pavement, but not roller skates or kick scooters only bikes. The laws in the UK regarding pavement use is ridiculous, a disabled scooter can use the pavement legally but only up to a certain speed restriction, then they must use the road where they are only allowed to travel at 12 mph so the rented escooters go slower than a disability scooter. Ebikes are allowed to go 15.5 mph but that's only under EU law, UK law is 15 mph, virtually all Ebikes go around 20 mph and it would be hard to find an Ebike that actually stuck to the legal UK law of 15 mph. The law they keep banging on about is the 1837 law on the use of what they call a carriage, under that law pretty much everything including pushchairs and buggies are illegal to use on the pavement and in days of old people used to push their babies in the road.

@@SeeDaRipper... Technically you could, though you would find it difficult to get sympathy with that argument. You would stand a better chance arguing that you are being discriminated against as a healthy person, as discrimination is illegal by not allowing you to use your Escooter you are being discriminated against. A disabled person has the right to use an electric personal transport device on the pavement and on the road, a non disabled person has no such right under the law, there for the non disabled person is being discriminated against, there is a conflict in the law that discriminates against non disabled people. However a disabled person is only allowed to ride their scooter at a walking pace on the pavement and 12 mph on the road. So as it stands I think and this is only my opinion, I think someone would have a good case to argue the govt is discriminating against non disabled people by banning the right to use personal electric scooters on the pavement at a walking pace and on the road at 12 mph. However we don't want 12 mph on the road we want normal speeds that won't hold up traffic, but the walking pace on the pavement should be allowed under discrimination laws. As I'm sure you know it is against the law to discriminate against someone due to their physical conditions, and in this instance the condition of the person is physically capable but due to their capability are being discriminated against. It is the law, just check it out.

@@flitsies Cheers for that, the thing is due to a climbing accident (i fractured my spine and smashed both heels around 10 years ago i walk with a limp, and i can't really walk that far without my heels becoming incredibly painful (if i was to walk one day, the next i couldn't until it wore off) so a scooter aids me in this fashion (i also have full suspension which helps also) would i need to get something from the doctor in order to help my cause? as i would just like to explain it to the old bill if 'captured'? any help?

@@SeeDaRipper... The problem you will have is basically being able to take it to court. But even with that you would only be enabled to use a disability scooter, at the speeds laid down by law. The law also states that an able bodied person is not legally entitled to use a disability scooter, and this is the conflict, because on the one hand a disable person must not be discriminated against and neither should anyone else but on the other hand the law is discriminated against an able bodied person by not allowing them to make use of disability scooters. I suspect this is why they decided on 12 mph for the trial scooters, because technically by allowing 12 mph they appease the conflict in the law on discrimination. However disability scooters do not need a driving license nor insurance, so by adding that in makes their efforts discriminatory by putting the able bodied person at a financial loss. I'm no law student but I would have thought a good lawyer could have this with ease, purely on discrimination law. But do we really only want to ride at 12 mph? NO. But it would get the ball rolling I suppose. I also think most of the problems that come from the scooters are the small wheels, the fear of what might happen with small wheels and pot holes at speed. I don't really know why all these scooters have such small wheels, when there are some really good scooters around that could easily utilise big wheels and thus negate that argument.

Because 'invalid carriages' have to meet specific requirements under the Road Traffic Act. "In this Act `invalid carriage' means a mechanically propelled vehicle the weight of which unladen does not exceed 254 kilograms and which is specifically designed and constructed, and not merely adapted, for the use of a person suffering from some physical defect or disability and is used solely by such a person".

I find it crazy that the Uk just makes up laws. You can rent but not own….. I’m a Brit living in Germany and here you are legally obligated to make sure your scooter is registered and insured. Total cost per year, €32.50! They found a sensible solution that allows people to have a little freedom both while keeping it safe with guidelines and the government makes a bit of cash out of it too. Me and my girlfriend both own and ride our scooters and because of that we make sure the scooters are safe to ride and we both wear a helmet. Most people that rent scooters don’t even own a helmet let alone wear one.

It's only illegal if you get caught🤣 my advise is don't buy these shitty 15mph Street pieces of crap but a 30mph off road beast that maintains 30mph on any terrain 😉

That will work until they have cop cars that can do 31mph... It sounds like one of those bikes would be fun, so you just know it will be illegal.

They've actually fast-tracked the trials from their intended 2021-2022 schedule to 2020-2021 to push the reclassification of e-scooters to the same or similar as EAPC bikes. If you are going to make content about such matters, be accurate.

@@lionofjuda1110 it takes time to change laws that don't come under the life and death category. The law will likely change in favour of electric commuter scooters but the 20+ mph ones will likely not be made road legal for a long time.

They can't take your licence unless it's by topping up points. I have an e-bike, but theft is a huge problem for me and the cops, a scooter gets me around exactly the same as my bike but with the ability to take the scooter into a safe location .
