I don't know the full answer, but here are some contributing factors: a) pros can nowadays earn a lot via streaming, so they do, and thus more games are played out in the open, and as a result the meta changes more quickly than in earlier eras where Korean pros mostly practiced within their team houses; b) maps are intentionally designed to affect the meta, e.g. in response to new strategies that make a matchup too lopsided (like adjusting mineral layouts to ensure enough turrets can be built there, otherwise mutas become too strong in ZvT; or ensuring that main bases are big enough to build a lot of production, which otherwise hurts T and P in the mid- and lategame); c) occasionally additional arcane micro mechanics are discovered over time (the valkyrie back-sliding micro might be one example; IIRC another was in SC or SC2 where it turns out that carriers deal more damage if you do some trick); d) I don't know if this had any actual effect on the balance, but IIRC SC Remastered *did* make at least one potentially balance-affecting change in removing/reworking the sprite limit, so units like goliaths and valkyries actually fire properly even in max supply situations, though that change maybe didn't matter in 1v1.

not really a thing because terran normally only builds turrets after scouting a spire + having a group of marine+medic. if zerg makes a spire but then doesn't make mutas... what is he even supposed to do? get contained in his base, lose his 3rd, and die? meanwhile if zerg just commits to fast lurkers, terran will scan the hydra den or lack of spire, and just won't make turrets

Yeah but ambush with burrowing ling works like 1 time and only early game. The burrowing is just not worth it

vessels reveal them so they counter burrow even harder than they do lurkers or any other unit (1 for 1 trading with irradiate). Free detection = bye bye burrow. In the mid game before vessels with lurker ling it could maybe so something but you could just get another muta and a half for the cost of burrow, and attack the ball with your lings from multiple sides much the same.
