At first I was confused and wondering why he wasn't moving forward, then I realized that he was actually checking each car to see if they're wearing a seatbelt
Good point by WellingtonBikeCam01, he could've been checking for phones, alcohol, drugs, and other illegal activity, too.
As for the camera I ordered online, it finally came. A Video of the unboxing and test run will be uploaded before the end of the week.

You can clearly see at 1:16 the driver is wearing his belt. This cop probably was on a call or got a tip off and was looking for the vehicle description and/or license plate. What's worse than not wearing a seat belt though is people who don't use turn signals.

He is likely actually doing a handheld device check. I live in this area and there is a huge campaign to stop people using their cell phones. The law prohibits people from using their devices even while stopped at a light. The only time you can use it inside your car is when you are pulled over or parked and stopped.

At 1:16, you can see the driver of the Golf has the seatbelt shoulder strap stretched over indicating that he has it on. Could be busted for something else.

I was involved in a head on collision in 1978 before seat belt laws were implemented and nearly had to bury Dad it was so bad. As each of us was discharged from the hospital, we buckled up and have done so ever since. If we'd been buckled in we'd have walked away. I'm living proof that seat belts save lives when worn.

@@Clashinite they've nearly escaped with their lives from potentially fatal injuries that were inflicted upon them by not wearing seat belts. Had they worn their seat belts, even if they weren't enforced at the time this happened, they would've escaped with minor bruises and saved themselves a trip to the ER. Better that than having to bury your parent or get buried together because of the fatal injuries that happened from not wearing a seatbelt.

cvb_71. A break light doesn't exist. The word break means to break something (ie. smash a table). A brake light is the light that goes on when you press the brake.

Using cell phones isn't illegal in every state. Wisconsin for example, it is perfectly legal to use your cell phone for calls, but not texting.

OneSkiWonder This is in Canada, where it is illegal to drive while on a cell phone everywhere. Hence, the url on the back window of the RCMP car. I did notice what you pointed out though, at 01:15. The sad thing is the RCMP don't need a reason to pull you over in Canada. Know your rights, protect yourself!

For everyone commenting on this video, first this is not American it's Canadian, the police service in the video is the RCMP in Richmond BC as it says on the car. The police services do a monthly selective traffic enforcement program and seat belts are often the focus of the month. These programs are based on what the municipal government has outlined to the police what they want enforced on their streets. The municipality pays the police so technically the police constable here is doing his job as requested by the municipalities. All fines collected go to the province and not the police services so quotas are not apart of policing. Seatbelt safety, impaired driving, distracted driving and speeding are usually what the municipalities tell the police what they want enforced. If you want to know what it looks like when you don't wear a seat belt talk to any police, fire, ems or coroner personnel I'm sure they can describe what it looks like when a body has been ejected.

I had an accident years ago before seatbelts were mandatory A car went through a red light and hit me I lost all my teeth and broke my jaw when I bit the steering wheel on the way out through the windscreen made a hell of a mess of my face so I think its not always about revenue raising but public safety concerns.

Maithri Ashokan thanks for your concern . It was many years ago and a lot of water under the bridge the scars are faded now it didn't stop me getting on with life. All I remember of the accident was getting up in the morning having breakfast then waking up again this time in an ambulance thinking I should be at work and trying to get up but being held down I was back on the road three months later back to normal just a bit uglier.

I honestly love how people can be so ignorant and blame the cops when they get pulled over for doing stupid things. "Oh they are just being jerks and trying to fill their quota" Yeah, maybe but guess what? If you arent an idiot and just wear your seatbelt/stay off your phone while driving, you probably wont get pulled over. Yeah, some cops are jerks and I hate them just as much as the next guy but dont blame cops for the consequences of your bad decisions behind the wheel. I dont know how often I see people texting and driving, cutting people off, slamming on their brakes for no apparent reason, speeding well above the limit, etc. and it just amazes me the ignorance that people can have. Not only are you endangering yourself, but others as well. This is why I have no sympathy for those who get pulled over and then complain about it, even though its their own dang fault.

I agree with u & it seems like there's never 1 around when these idiots r doing these dumb things sometimes I wish it was legal 2 do citizen citations like citizen's arrest. but I'm sure ppl will take advantage of it or they'll be a lot of fights. however it's not always the person getting pulled over I speak from experience because there's been a few times me or some1 ik got pulled over without provocation. 4 exp 1 time my friend was driving I was in passenger seat we was headibg 2 work we was at a stop about 2 turn left waiting 4 light 2 turn green. it did my friend turned & boom lights go on sirens go off we get pulled over walks 2 my side ask 4 my friends license & stuff my friend said y was i pulled over he told him u turned on a no turn lane my friend says 4 real? I thought it was a turn lane he said no only the left the middle is straight only,rt lane is rt turn only my friend said u sure he said yes what you think I don't know how to read signs so my friend just stayed quiet then he ask me 4 my I.d my friend says but he wasn't driving he said I wasn't talking 2 u & asked me 2 get out the car I said I didn't do anything he said don't make it harder than it has 2 be so I did what he said got padded down & he did a quick search the n said I'm gonna leave u off with a warning no ticket so we left. now this might sound normal so far but the next morning we checked the stop where he said it was no turn & it was a turn or straight combo lane. which some ppl might say he made a mistake but y would he leave us with a warning unless he knew he pulled us over bs & knew he had no reason & if we got a ticket there could be consequences. I'm sure there's gonna be some ppl that think cops r infallible & r gonna say I'm complaining whe n I should be great full I didn't get a ticket even tho we did nothing 2 deserve 1 or still say he messed up he didn't know which I admit it's possible but so is my theory any1 who says otherwise is just naive or closed minded

free2rhyme445 I personally have never been pulled over when I was driving, but I've been with people who have and every single time the cops had absolutely no reason to pull them over. They always came up with bullshit reasons like "your plates don't match up" when they did, they just wanted to pull hem over & snoop around. Then pull the "oh I must have just typed it in wrong" bullshit. Maybe that's just how it is where I'm from, but more often than not I see cops being dickheads than actually doing their job well. The only time they aren't harassing people is when they're responding to car crashes and that doesn't happen all too often

I have a friend who is a cop and we discussed this and he was scratching his head on the way the cop initiated the stop and felt it was unsafe. You never turn on your emergency lights at a controlled intersection, especially at a red light, unless your plan to control that intersection and proceed to whatever your destination is. What this cop did here was confusing to all motorists around him/her. The proper way to initiate this stop is to wait until the driver proceeds then follow the driver through the intersection, wait until its safe to do so (not a controlled intersection or an area without a shoulder) then activate the emergency lights and initiate the stop. My cop friend told me if he did this and got reported, eh would of been in trouble for not following safe procedures.

First of all, I was a officer for 20 years. I'm not sure about the validity of this video, but Law enforcement will use any and all tactics to gain a search. Road blocks are used to profile drivers. Not all cops are bad, but most are just looking for a way to search and seize. Our rights in this country have eroded to the point of no return. Protect & Serve? or Harass & Collect? Government is rotten to the core. These type of videos have exposed thousands of crooked cops...Keep up the work

Here is how to avoid this situation: Step 1: Pull the seatbelt to your opposite direction and hold it for a couple of minutes when you saw the cop Step 2: Wait until you think your arm/fingers are tired then keep holding for a little more until the cop passes you Step 3: If you at a red light, just trying to hold it for a little more or until you fingers fall off. Step 4: You realized you are just torturing yourself instead of just buckle up the damn seat belt.

uturd09 nope original 283 small block v8 over 400k miles. alot of new parts but its all there and all pure American steel. A breathtaking (almost literally) 9mpg but if i ever take the time to properly tune the carb it will probably double. replaced the 2 barrel with a 4 barrel and never tuned it for the new elevation i live in now. been in the family since 67 my great uncle left her to me. dug it outta about 2 foot of mud from sittin 20 years. i learned to drive on it... been my one and only rig for 12 years now. i dont have any friends that can say the same about their first car.

Came from the factory without seatbelts or crumple zones. You could hit a smart car that weights 1/8th your weight and you'd still take the worst of the damage. It's kind of like asking whether you'd rather fall 20 feet onto concrete or 100 feet on to an airbag. The airbag fall probably won't be comfortable, but the fall 1/5th the distance onto concrete is going to at least break some bones if not kill you.

If you zoom in just a few feet before the cop pulls along side the driver you can see the seat belt is pulled across as if the driver was wearing it. I think this was more about drivers using a mobile phone.

You just know this is a Canadian cop, just saw the exact same thing yesterday in Hamilton, he tried to check me but my Hummer was too high and the seatbelt is mounted to the topside of the seat back so there's pillar mount to go by. lol. I can literally just touch my shoulder and pull it on, no exaggerated moves. Dark tint goes a long way too, they don't enforce that one often hete, I had a Grand Wagoneer with 5% all the way around, looked like a death hearse but never got troubled or needed sunglasses.

You are literally weapons-grade stupid. Every time someone flies through their windshield, it creates a problem for everyone else. It's not about risking your life only, it's about other people not getting hurt because of your dumb decisions. If you crash and fly through your windshield, who's to say that your irresponsibility won't cause other accidents? It is usually a good policy to ask yourself if what you are doing can harm innocent people. If the answer is yes, don't do it. The same applies to making stupid comments.

HOWEVER! its also a fact that most people DO live through car crashes. A cop once blocked me from merging onto the freeway because he was riding right next to me in the adjacent lane... I had to stop before the merging lane ended. If thats what he was checking he could have picked a safer time to do so. And for the record I ALWAYS put my seatbelt on in my car, it beeps incessantly at me if I don't.

In arizona you cant get pulled over for a seatbelt violation...it can only be a secondary violation...meaning they have to stop you for something else..but most of the time you can say it was on and i had taken it off to grab my registration.

For a the people saying that he's wearing a seat belt, there is a very good possibility that he clipped in the seat belt so that the sensor wouldn't go off and then sat on top of the seat belt, I've seen it happen a lot.

spiffcats it can kill other people in the vehicle as well. an unbelted person could launch right into another passenger, and the impact could kill the person on the receiving end of that. its actually not uncommon in car crashes to have the only people who wore their seat belt die and only the unbelted survive

nearly 6000 people a month now, are dying from opiates nationwide, but "clicket or ticket" is where the high-priorities, man-power and cruisers are allocated...one hick-town in west virginia had 28 ODs in 45-minutes from the good shit, but everybody had their seat-belts clicked, on the ride to the local cemetery.....heroin enforcement, pay raises, promotions and picnics costs money...minor traffic violations generate it out of thin air...in kentucky, they have seat-belt laws with stiff penalties, for driver safety.... but you can ride your harley down the highway at 70 mph with just your freak-flag flyin....

Lots of comments that you can see the seat belt at 1:15 or so. What you cant see is if there is a person in the passenger seat. In Canada where this is shot ( richmond BC ) it is also a ticketable offense for the passenger not to wear their seat belt. If they are over 16 its their ticket, under and its the drivers ticket.

Also it is not for everyone. I can't even get it. I'm a veteran of the United States Army and was told that was all I needed, and was some of the best coverage in the world. I went to see them over a month ago and I finally have an appointment on the 23d. Before this Obama Care BS, I could always just walk in and get something done, but now I got to drive an hour just to make an appointment over a month out.

Not sure what law is there but here in Florida no seatbelt is a secondary offense and you can't be pulled over for it. You can be written a citation for not wearing one only after being pulled over for another offense.

If you drive a lifted Blazer with window tint in Winnipeg Canada, you are getting two tickets automatically. Winnipeg is a police state. Totally policing for profit. Oil change sticker on your windshield? Unsafe. 200 dollar ticket. Receiver hitch installed on your pickup, with no trailer? Unsafe. 200 ticket. Snow blocking some of your license plate? Unsafe 200 ticket. Not enough washer fluid? Unsafe. 200 dollar ticket.

I once got stopped by a motorcop and ticketed for not wearing a seatbelt, only problem was that I was wearing one. I was headed eastbound about to make a left turn to go north bound. The motorcop had his bike at the corner pointed southbound about to make a right turn to head westbound. He made his right turn and quickly made a U turn to position his bike right behind my vehicle. When he stopped me he told me I wasn't wearing seatbelt, and I told him but I'm wearing it. He then said I had put it on before I pulled over when he ran his lights on me. I told him there was no way and then questioned whether he saw me putting my seatbelt on, he admitted that he didn't but still gave me the ticket telling me he had seen the shiny seatbelt buckle on the side of my door window which why he knew I wasn't wearing a seatbelt. I was driving a Ford Explorer SUV and when I got home, I inspected my Explorer to see what the officer could have been looking at and I discovered that alongside the driver side of my Explorer I had Aluminum square rods the type to make window screens. The rods extended from where the seatbelt rests when its not in use all the way to the back of the vehicle. I took pictures of it to fight the ticket in court and even proved to the court that even if I hadn't been wearing a seatbelt, my seatbelt buckle rests well behind the window where the officer say's he saw the buckle, so there was no way it was the buckle that the officer saw. The judge took my evidence and gave the officer a chance to look at my pictures and asked the officer, "What do you think of that, you think there's a chance it was the rods and not the buckle that you saw?" The officer in a defiant voice said, "Absolutely no way, I know what I saw and it was the seatbelt buckle." From a 100 feet away this officer was defiant it had been the seatbelt buckle. The judge shook his head in disbelief that the officer had just dismissed the evidence I had presented in pictures and turned to me to say, "Mr Saucedo, I think this is a reasonable cause to believe that the Officer mistook those rods for the seatbelt buckle and am dismissing your ticket." Should have seen the look on the officers face, my point of my story is that a good amount of police officers wont admit that they may have been mistaken. They hate to lose at anything and its a pity because they shouldn't look at it as winning or losing but be looking out for justice to be carried out.

i drive a volvo, and above the rear view mirror in the car is a red warning light with the words no seatbelt, always thought it was strange to have it up there as there is a warning light on the dash in front of me, volvo mech told me volvo fitted one up there so the police following behind could see if you had your belt on. crafty swedes.

Whats crazy about this, whether the VW driver has his seat belt on or not is the fact law enforcement can write a ticket for not wearing a seat belt but in some states a motorcycle rider can go without a helmet. Close to 50% of all motorcycle fatalities could be prevented were the rider wearing a DOT approved helmet.

Question? What does an officer do when he sees two cars where both drivers and/or passengers not wearing seat belts? Who does he pull over? Scenario: Car 1 - Two people; driver and front seat passenger both adults and both not wearing belts. Car 2 - Four people; all adults, out of four only two not wearing belts.

Depends. In where i live an adult in the back seat doesnt need to wear a seat belt, only the front does.

Johnny Appleseed Most do care about your saftey. I work EMS and when assholes dont wear their seatbelt it makes the job longer and increases their chance of death. With motorcycles most deaths are caused by cars where the driver isn't paying attention.

Xarai I don't get people like you takes 2 sec to put a seatbelt on and with that you don't have to worry about flying through that small windshield becoming a vegetable or having serious brain injury and of course death personally I think becoming a vegetable would be worse imagine not being doing able to not do all the things you enjoy because you would not take 2 sec to put a seat belt on?

My dad got pulled over in Oklahoma. The cop took a good sniff and told him he was free to go. We had a Colorado license plate.
