I think you can do this at Duke rank since that's when you can start confederating if you are not Liu Bei

Really? You sure that confederate unlocks at Duke and not King rank?

@@Misaka_Complex Well I'm playing a Liu Chong campaign and his Duke rank is named differently as Prince. Maybe he's different

@@ntluck1592 For Liu Chong yeah the ranks are a little different, same for Dong Zhuo. It was King rank for Yuan Shao and other factions that don't have a unique ranking system but let me know if I'm wrong.
