I never remove the bottom drain plug on the filter, just spin off the filter body and keep the catch pail under it

I have the 2010 RX 350, and the Drain Cap is stuck...I can remove the entire canister, but the drain cap is stuck...should I replace the cap and canister?...or is there a way to remove the cap? I replaced - and lubed - the smaller O-ring with the last oil change, and torqued it to spec...but now I'm stuck...I changed the oil and filter, but can now only remove the entire canister...and I'd like to be able to do it right with the plastic drain that snaps into place to drain the actual filter prior to removing the canister...any suggestions?
